Services:  Provides legal assistance to low- and very low-income individuals.

Description:  Provides legal services via remote advocacy related to housing issues include: public, subsidized (including Section 8 and other HUD subsidized projects) and private housing, fair housing and housing discrimination, housing conditions, rent control, eviction defense, lock-outs and utility shutoffs, residential hotels.

Contra Costa County resident; does not serve landlords with housing issues. Does not serve undocumented individuals with legal advice unless the client is a domestic violence or sexual assault victim. Income eligibility must be met for legal advice line, however, services may be provided via the clinics; eligibility for legal services can be determined via the legal advice line. Call legal advice line for an appointment. Phone queue may fill up, clients should call the next business day at 9am.

Services:  Eviction Prevention Legal Assistance (60+ only).

Description:  Provides free legal services for Contra Costa seniors age 60+ including advice, counsel and representation in civil legal matters, such as: elder abuse, consumer matters, housing, income maintenance as well as advance health care directives and durable power of attorney.

State Legislation

Tenant Protection Act of 2019—AB 1482
The State’s “anti-rent gouging law” applies to some rental units that are not covered by the Antioch RSO. This law also provides eviction restrictions that apply to many tenancies. For more information, see the FAQs prepared by the San Francisco Rent Board.

Rent increases: Noticing—AB 1110 (2019)
Amendment to the notice requirements of Civil Code Section 827. Increases in rent for a month-to-month or -week-to-week tenancy require advance notice of at least 90 days.

Immigrant Tenant Protection Act of 2017—AB 291
